Quick answer
CE-37704-1 means: Download has been cancelled as there is not enough space on the HDD. It identifies a PlayStation workflow, not a failed part. Preserve the full screen and use required download/install size, usable free system/extended-storage space and selected destination to choose the next branch.

Stop and check this first
- Back up or synchronize saved data first. Do not initialize the PS4, rebuild the database repeatedly, reinstall system software or delete unrelated content from this code alone.

What a technician must be able to justify
Technician visit
These are the steps they must carry out and show you. Tick them as they work: if steps are skipped, do not accept a part swap.
These are not instructions for opening or handling the equipment yourself. They are the checks that should support a technical conclusion.

What they doPlayStation, the publisher, network provider or retailer should reproduce required download/install size, usable free system/extended-storage space and selected destination before paid account work, repair or replacement.
Before accepting a part or repair
Nothing has been shown yet. Do not accept a part swap based on the code alone.
Follow these steps
Note: Follow the documented order. An error code identifies the affected system, but it does not prove by itself which part has failed.
Freeze the first exact failure
Photograph CE-37704-1 and the complete message. Record PS4 model, system version, account/store region, affected title or device, storage/network path, timestamp and failed operation. Redact account and payment data.
Back up or synchronize saved data first. Do not initialize the PS4, rebuild the database repeatedly, reinstall system software or delete unrelated content from this code alone.

Run one discriminating check
Compare the displayed requirement with usable free space. Move or delete only user-selected content after synchronizing saves, then retry once on the intended destination.
Back up or synchronize saved data first. Do not initialize the PS4, rebuild the database repeatedly, reinstall system software or delete unrelated content from this code alone.

Stop at the evidence boundary
Success after verified free space proves capacity/destination; failure with sufficient space selects install/storage indexing, not an automatic drive purchase. If the same result returns after one controlled pass, do not chain resets, deletion, retries or purchases.
Back up or synchronize saved data first. Do not initialize the PS4, rebuild the database repeatedly, reinstall system software or delete unrelated content from this code alone.
